John Proctor and comment Essay

The first opening scene is of some girls in the woods using magical rites to get the man of their dreams. The girls are mentioning the names of men they want and throwing what looks like herbs into a cauldron one girl gives a chicken to a black girl called Tituba who is at the side of the cauldron, and at this point she looks like the leader in these magical rites. The girls all shout at Tituba to make a spell to make the boys fall in love with them. One girl asks Abigail who she likes and another replies ‘John Proctor’ and then Abigail whispers something to Tituba who doesn’t seem to like what is being asked of her. Abigail then grabs the chicken from Tituba and throws it on the floor and then puts the blood of the chicken on her mouth. The girls are suddenly alerted to a man spying on them he even sees one of the girls naked they become hysterical and the next day we find that two of the younger girls have gone into a trance-like state probably because they were frightened of the consequences of their actions. The watcher’s daughter Betty Parriss was one of the girls in a trance. The watcher was none other than Reverend Samuel Parriss who is also the uncle of Abigail Williams. Reverend Parriss is terrified by what he has seen. He is quite hysterical as he knows that if a witch was to live within his own home the fingers of the village of Salem would point towards him and his days in the Church would be over, but even worse they could hang him. The Reverend questions Abigail in Betty’s bedroom, whilst she is in the trance like state,on what he has witnessed in the woods and he warns her that his whole life depends upon her answering ‘truthfully’. He knows he has many enemies in the village and needs Abigail to tell him the ‘truth’. This would of course be the truth that he wished to hear and it appears from his hysteria that he wants anything but the truth. At this point Abigail actually answers quite truthfully and tries to explain to her Uncle that they were only messing about by saying ‘it were sport, uncle. ‘

David Beckham has been playing football since a very early age. He now plays for Manchester United at an elite level and captains England. He trains and competes very regularly. 1.AGGRESSION Several aspects of football have progressed vastly in the last decade. Many of which are relevant to the increasing position of aggression in football today. This means that aggression is very much a part of David’s sport, and an aspect that he must understand. Governing bodies and referees are now much more open and understanding about aggression in football as they have realised the increasing influence that it has in the game. The rules reflect this, as retaliation (an aggressive act) is now an automatic ‘sending off’ offence. This also applies to raising of the hands and any intent to harm. Rivalry between teams is also an issue. When playing a local rival obtaining points is not the players’ only motive for success. The two teams aim to win as simply defeating the opposition matters more than obtaining points. However this may lead to aggressive behaviour as the player feels that the stakes are higher (pride). It is also possible and supported through theory that in games in which he feels he is under-achieving he finds himself being cautioned. This may be due to the theory that states the athletes’ ability is inadequate compared to the task they are given. This then causes them to act in an aggressive rather than assertive manner.

Street Children in Kathmandu

Chapter 1 Introduction1.1BackgroundThere are estimated to be around 120 million children living on the streets in the world (30 million in Africa, 30 million in Asia, and 60 million in South America). Often victims of all kinds of abuse, these children still have rights. Street children are minors who live and survive on the streets .The phenomenon of street children is multifaceted. It is therefore very difficult to single out one or more causes. Street children are the reality world-wide and in Kathmandu valley alone, the numbers of street children are estimated roughly 1200 .The vast majority of these children are illiterate boys aged between 10 and 18. They live; sleep and work under the open sky and survive without family support.They are living with friends and peers, working as beggars and rag pickers. The reason for why children end up homeless in street is Socio-economic conditions in villages, family violence, peer influence, attraction towards the city, and political insta bility etc. When the children pass through with stepmothers, family conflicts, poverty, lack of awareness and orphanages some children left home in search of better opportunities in the big cities and end up in street when they find same peer group who gave up their dreams and started living on street. For survival they beg at first and when it is insufficient then they turn into criminal and began to steal. They pull themselves to Glue sniffing to cut out hunger which is cheaper than other drugs and food.In this way they started it to play as a toy which made them criminals, thieves, divided into group, made a hierarchy between them which leads gang fight and leadership. For earning some sell labor and victim to all types of exploitation and abuse including sex. At this time some suffer from diseases or illness by their drug abuse and hunger.Those organizations who were working on street children rescue the children, the children started normal life but due to the drug abusing habi t and lack of freedom they pull themselves again on street and start living as previous life using the ‘brain killing’ substance. In this way street children end up their life by sexual disease or illness or by hunger and those who were rescued live life as a civilize citizen with a bitter remembrance of past. 75% of street boys in Kathmandu are victims of sexual abuse at the hands of foreigners, locals and their peers.The children living or working on the streets in hazardous conditions, poor health, poor opportunities, lack of supervision or adequate care and vulnerability and victims to all types of exploitation and abuse including ongoing sexual abuse by adults, peers and physical and mental abuse by people in positions of authority. It is estimated that 75% of street boys suffer ongoing sexual abuse. Glue sniffing is prevalent in children as young as five to stave hunger and encouraged by peers. It is highly addictive and has frequent devastating consequences. Othe r children and young people suffer with alcohol and drug issues such as the use of injecting ‘brown sugar’. Children on the street are living in groups- small gangs following their own rules with their own way of thinking and own way of living. Marginalized by society they create their own system with their own power relations, hierarchy and values.As collector of rag pickers, beggars, street vendors, tempo conductors they don’t have positive experiences or a positive image of the general public. They are considered as social parasites, petty criminals, drug abusers and thieves. The vulgar language, dirty clothes and refusal of many social constraints makes the public assume them to be antisocial beings. On the other hand the children themselves feel that they have no other choice but to behave differently.Rejection from the society drives them to deny society and its rules. In spite of their young age, they are exposed to some of the worst forms of exploitation and forced to experience social exclusion day after day. We all know the fact that the street is not a safe place to live, particularly for the children. Different kinds of risks are prevalent on the street.Traffic accidents, violence, crime, gang fights and demonstrations are very common. There are increasing number of crimes against children such as sexual abuse, commercial sexual exploitation, labor exploitation, and use of children for criminal activities. Likewise, exposure to drug use, alcoholism and unsafe sexual activities has put their survival at risk. Many of the street children were rescued by various organizations but due to drug abusing habit and lack of freedom they pull themselves on street and again continue their life as street children.1.2 Problem StatementDue to the situation and the want of children they end up their home and started living in street for enjoyment and betterment of life but they fell on many problem. The following are the problems facing by stre et children’s in Kathmandu:1.2.1 Glue SniffingMore than 80% street children are addicted to glue sniffing, which is the current trend among street children. It is cheap among other drug and easily available. It feel Confessed that they felt relax and playful, sleepy, without pain and hunger. 1.2.2Sexual AbuseSexual abuse is hidden but a widely prevalent suffering among them. No child is safe and away from this cauldron of suffering. Approximately 99 per cent of them are physically and psychologically abused. Child sexual abuse may include fondling a child’s genitals, masturbation, oral-genital contact, digital penetration, and vaginal and anal intercourse. The other ways a child can be abused with are direct physical contact, such as sex by exposures, voyeurism and child pornography, use of obscene language, also referred to as non-contact abuse.1.2.3 ExploitationChildren living or working on the streets in hazardous conditions, poor health, poor opportunities , lack o f supervision or adequate care and vulnerability and victims to all types of exploitation and abuse including ongoing sexual abuse by adults, peers and physical and mental abuse by people in positions of authority.1.2.4 Struggling with AIDSIt is well documented that street-based children share an environment and practices that make them vulnerable to HIV infection. Furthermore, two independent tests conducted by an NGO in Kathmandu identified the existence of HIV infection among this sub-population. In these tests, 25 out of 80 (31 percent) street children were HIV positive, and 16 out of 32 (50 percent) â€Å"high-risk† street children were HIV positive.1.2.5 Nepalese mentality to street childrenAs the street children are rag pickers, beggars, street vendors, tempo conductors they don’t have positive experiences or a positive image of the general public. They are what people call â€Å"Khate†, a word, which once described rag pickers only but which is now used for calling all those who work, live and sleep on the street. They are considered as social parasites, petty criminals, drug abusers and thieves.1.2.6 TraffickingMost of the street children are victim of trafficking .Many girls are trafficking into India and other countries for sex workers where as boys are trafficking for labor work.1.2.7 BeggingMost of the children beg for earning money. The money collected by begging used for food and for drug. Begging is the daily occupation of about one hundred children in Nepal. It is physically easier for these children because they are not steeped in garbage and fumes. Yet beggars suffer more from social isolation. Begging destroys any feelings of self esteem, which makes the children dangerously undervalue themselves.1.2.8 Lack of Basic needs (Food, Shelter and Clothing)Due to the lack of money and drug using habit street children suffer a lot for food, shelter and clothing.1.3 ObjectiveThe specific objectives of the study are mentioned bel ow: 1. To know the problem facing by street children of Kathmandu. 2. To know how children came to live and work on street. 3. To know about the current provision and act regarding child right. 4. To know about the Glue Sniffing by Street Children in the Kathmandu.Chapter2 LITERATURE REVIEW2.1Problem Face by street children 2.1.1 Psychological and Physical AbusePerhaps the greatest risk faced by children living on street over which they have little or no control is their vulnerability to abuse. In particular street children face daily physical and psychosocial abuse which is so normalize d that the children themselves no longer question this situation. Psychosocial abuse encompasses all abuse which affects the child mentality or emotionally .The most important determining factor for the future of  children on the street is the environment on which they spend the majority of their time. While they may visit organizations and have contact with social workers, family or other relativ es, the reality is the most of their time is spent with peer and with adults in the street environment.For children and adolescent, groups and gangs often play the most significant role in their socialization process of identity formation. At this time children are exposed to many risk behaviors which become normalized for them, while society may look at many issues related to drugs and criminality in term of legal framework this often has little relevance for street children. On the margins of society, many children’s experience of state and society is through encounter with the police. Arrested for no reason, without recognition of their inherent rights and abused by state body children are given little motivation to participate in society.2.1.2 Sexual AbusesChild sexual abuse may include fondling a child’s genitals, masturbation, oral-genital contact, digital penetration, and vaginal and intercourse. These area ways in which a child can be abused with direct physica l contact. Children can also be abused without physical contact, such as by exposure, voyeurism (getting sexual pleasure from watching naked children) and child pornography, use of obscene language; also refer to as non-contact abuse. Children living in street are found to be at higher risk of being sexually exploited. Both boys and girls are vulnerable to sexual abuse. The conflict situation of the country has made the children, more vulnerable to trafficking, sexual abuse and exploitation many case of physical and mental abuse, exploitation and torture faced by the children are not reported out of hesitation and are often oppressed due to pressure and power.However there has been a rise in publishing of case on child abuse and exploitation. It reflects to the increasing concern of public towards child right. Studies on whom commits child sexual abuse differ in their findings but the most common finding is that majority of sexual offenders are family members or are otherwise known to the child. Research shows that men commit most instances of sexual abuse, but there are cases in which women are the offenders. Long term studies shows that children who are victims of child sexual abuse are most likely to be the perpetrators of rape, sexual abuse or  to be involved in physically abusive relationship. This trend is strong especially among street children.ExampleAnil’s story, age 14 (name changed)-Anil’s family was not poor but when he was 11 years old his parents began to quarrel often and one day his mother committed suicide. Within in a year his father fell down a well and also died and so Anil became orphan. Anil’s brother worked as a bus conductor and many of his friends lived on or near the street and so he too started to live on the street. Anil began to develop difficult behavior, including substance abuse, and was arrested by the police many times. In the street he would be beaten by the public, street adults and others.Anil develop a very negative self-image and although he wanted to return home after some time he looked himself as ‘Khate’ and was scared to go home to his sister. Anil realized street life is not good for his future but he also realizes that he cannot stay for a long time at home because he has become accustomed to the freedom of street life. He is now staying in CPCS and trying to slowly improve his behavior so that one day he will be able to stay at home.2.2 State provision and act for the rights of children: According the Interim Constitution of Nepal (2063)CHILDREN’S RIGHTS Part 3 – Fundamental RightsRights of children(1) Every child shall have the right to his or her own identity and name. (2) Every child shall have the right to be nurtured, to basic health and social security. (3) Every child shall have the right not to be subjected to physical, mental or any other form of exploitation. Any such act of exploitation shall be punishable by law and any child so tr eated shall be compensated as determined by law. (4) Helpless, orphaned or mentally retarded children, children who are victims of conflict or displaced and street children at risk shall have the right to receive special privileges from the State to ensure their secure future. (5) No minor shall be employed in factories, mines or in any other hazardous work nor shall be used in army, police or in conflicts. 2.3Why children live and work on streetThe arrival of a child on the streets may represent an active decision on the part of the child, often in response to situations of serious rights violations at home. In context of Nepal rural area cover more than of urban area, so mostly the children came to the city with a dream for the betterment of life due to family conflict, peer influenced etc†¦ but due to lack of proper employment and guidance the children are compelled to make the street as shelter.Many of the underprivileged and abandoned street children come from several remo te parts of the country and they ran away from their home due to domestic violence and poverty. However there remain so many causes that bring children on the street. Some common cause are family breakdown, poverty, urbanization and overcrowding, dislocation through migration and civil war, child labor, lost of family members, exploitation by adults, emotional abuse or neglect. For earning street children are engaged in begging on the street, trash picking, pick pocketing, rag picking, working in bars, restaurants and tempo buses even some children are engaged in prostitution.How children end up homeless on the streets of Kathmandu†¢41% of children leave home due to family violence †¢27% due to peer influence †¢19% due to economic factors †¢15% due to disintegration of the family2.4 Glue Sniffing by Street ChildrenThose who might think these street kids are ignorant are wrong. They are actually inventors – innovators of a cheap substitute for intoxication, which is easily available in the market, sold in both drug stores and hardware stores. It is none other than a sticky adhesive gluten substance commonly known as dendrite solution. Most street children are now taking glue every day and quite frequently. The glue is a â€Å"shoe glue†, used by all shoe repairmen, and many garment or other product makers.In Nepal, it is usually found in â€Å"hardware† shops, but can also be found in stationeries, or even bought from local street vendors, junkyards, etc†¦ meaning that it is readily available at every corner, and at nearly any time of the day and night. Though there exists many ways to inhale the glue solvent, Nepali  street children use it mostly by dropping a certain quantity of glue inside a small plastic bag (milk bag), and by taking long deep breaths from the bag, a technique usually referred to as â€Å"bagging†.Chapter 3 RESEARCH METHODOLOGY3.1 Secondary data:In this method different secondary source were used. It is important not to neglect the abilities and resources street children possess.As a social work student it is becomes a prime responsibility to analyze and interpret the issue from several dimensions. Analyzing this paper Kathmandu’s street children is being exploited and abused in various ways. As we know the fact that the street is not safe place to live, many street children are compelled to survive in such palaces without proper food, cloth and shelter. While reviewing the problem of street children it was found that the problems emerge from the family and form the society as well. Children who are orphans and poor came to live on street and they are compelled to face mental and physical problems.Objective# 2 AnalysisIlliteracy and poverty are factor, especially in rural areas, which result in lack o f awareness. Families gave birth to the many children and unable to fulfill their basic needs such as food, clothing, home and education. These issues often force the children to suffer from exploitation. For these reasons they are bound to roam in the street to survive. But the society has given them a nick name and discrimination against them. For living, most of the children collect rags such as garbage, plastics, bottles, metals and paper found in garbage of residential area, around market and along river banks and in dumping sides.They sell their rags to local junkyard to make their day to day living. Some beg to survive while other has no set work taking occasional jobs as porter or dish washer or dawn into criminal activities such as shoplifting and pick-pocketing. We analyze street children are the integral part of the urban problem, which is directly linked with the growing issues of migration and poverty. As we have observed last 10 years, the problem of street children ha s increased with grown of urbanization. Therefore, if this problem is to properly overcome, no urban development or child development program should forget to cover these children. As we analyze the livelihood of street children they are compelled to live in hazardous place with physical and mental exploitation.Objective# 3 AnalysisThere is various state provision and laws to ensure street children but the problems and street children are same due to the lack of implementation of such provision by government. Due to the lack of negligence toward street children by government our societies also exploits the children mentally and physically. The following are the problems faced by children due to the worthless policy of street children:Discrimination Exploitation Abuse Child laborThe problem of child abuse in Nepal is made worse by a gap in Nepalese legislation which does not recognize sexual abuse of boys. The problem, legally, simply does not exist. The children have slipped through a fractured safety net in Nepalese society that’s a living tragedy and a dramatic future problem that many choose to ignore.Objective# 4 AnalysisAlmost all street children were addicted to glue sniffing because of hunger and the influence of friends. About 95 percent of street children were using glue, and it would not take much to introduce the habit to the remaining 5 percent, it said. Glue sniffing is the most dangerous addiction suffering by street children. Mostly the children were addicted, because the sniffing of glue made them confident to commit criminal activities and to avoid hunger. Most of the children beg money to purchase the glue.Chapter 5 SOCIAL WORK INTERVENTION5.1 Area of social work intervention:Whenever there emerges a social problem in a society, the professional social workers and social work students should take their initiatives to tackle that crisis. In case of ensuring street children with their right social worker should take the various intervent ion techniques to uplift the status of street children.1. Support a protective environment in the street and children workplace 2. Establishing a referral system with local  organizations which provide different services like legal aid, health care, drugs rehabilitation, and awareness campaign. 3. Pressurizing government for the effective monitoring regarding the wrong practice still prevailed in Nepalese society. 4. Helping government to create sound public policies, a holistic approach and long-term commitment. 5. Improving co-ordination amongst donors and support for street children organizing at the national and global level. 6. Children experience barriers in almost every aspect of work. Employment opportunities Need to be improved. At the same time children perform the bulk of unpaid care work. This is an area for greater attention. 7. Advocating on behalf of children’s for ensuring and safeguarding their right. 8. Advocacy efforts should be strengthened by coordinati on and collaboration between civil society organizations. 9. Develop children as the main actors in realizing the rights of street involved children through their active participation and building their resilience and capacity to protect themselves Chapter 6 Conclusion6.1 ConclusionLook into a child’s eyes and you are sure to see a sweet innocence that makes us all smile and want to cherish. It’s a universal feeling we all share no matter our race, creed or religion. But it is difficult when you look into a child’s eyes and see pain, loss, suffering, hate and something dark. Something so woeful in their eyes that make us looks away out of fear along with guilt for not questioning why they are like that. The majority of street children share background of family poverty, lack of education opportunities, and broken families. Without family love and guidance, street children face a very hard life in streets. They are vulnerable to all kind of abuse, exploitation an d exposure to criminal activities that are the hazards of the urban street life.There are many activities established to promote child’s right and prevent child exploitation but they have not been fully successful in increasing awareness and improving the situation of children. The life of all street children’s is passing from same problems though various NGOS and INGOS are still working for it. The street is not safe for the children to live. Civil society organizations need to support community responses to child protection and children’s participation, and facilitate their linkage with national child protection systems. Government and civil society organizations should collaborate on the establishment of standards and good practices for government and non-government agencies that work with street involved children. Programmers need to be based on a clear understanding, gained from participatory research, of the experiences of different subgroups of street-involved children, the environments in which they live and the people with whom they interact.

While this was being seriously considered, the patient began to show small signs of improvement. Once the excess FITC-antibody conjugate is washed and removed, only those microbial cells will fluoresce, can be located and identified by epifluorescence microscopy. A recent method uses monoclonal or polyclonal antibodies. This scene is also left in the audience because the curtain then closes, so this is the picture put into their heads last. A Scene of triumph, a scene of warning, it says dont mess with me, or my brother! Because I will always win. Millers stage directions are also very important here. This is why A View from the Bridge is a play and not a book. The audience need to see Marcos face of warning and Eddies grin vanish as he realises whats just happened. This would not be written effectively enough for the audience to understand this is such a dramatic action in the play. Because to a reader this seems like another game, like there still getting a long fine. But the stage directions his chair raised like a weapon over Eddies head. These stage directions show that this is no longer a fun family game, but a competition and a threat. We open again; Alfieri makes the audience aware that Rodolfo and Catherine are alone, for the first time. In this scene we can clearly see that Eddie has got to her he has Catherine anxious and scared that Rodolfo might only want his papers. She starts by questioning him, whether or not he would be willing to relocate back to Italy if the circumstances allow it. Suppose I want to live in Italy. Rodolfo thinks that Catherine is joking as he says you going to marry somebody rich? Then Catherine quickly shows him she is not joking No I mean live there- you and me (His smile vanishing) Rodolfo becomes disappointed in Catherine as she is taking Eddies words to heart. Thy continue their conversation and Catherine brings up the real problem, Im afraid of Eddie here. Rodolfo is so angry not at Catherine, but Eddies poisonous words that have corrupted his loves mouth. He gets angry you think I would carry on my back the rest of my days a women I didnt love just to be an American? this rhetorical question hives effect to the sentence. It leaves Catherine with no choice but to say no and to agree. And unwisely this leads to a large fall in Eddies status. Theres nobody here now, come inside. ( He leads her towards the bedroom) At this point Eddie appears and he is drunk. Already the audience can see that this is a recipe for disaster. Catherine and Rodolfo are in the bedroom, and Eddie is drunk, so not quite able to control himself. When he sees Rodolfo and Catherine come out of the bedroom, he is angry. As any father would be if in his situation, but Eddie is angry for a different reason, he is jealous of Rodolfo. Pack it up. Go ahead. Get your stuff and get outa here. When Catherine makes a move to go with Rodolfo, Eddie is angry and takes what he wants. He doesnt ask, he just takes it. (He reaches out suddenly, draws her to him, and as she strives to free herself he kisses her on the mouth. This disgusting and selfish move from Eddie only causes more problems. He has just forced the girl he raised like a daughter to kiss him. It is at this point we as the audience truly learn of Eddies true desires. Then the ironic line follows. Stop that! Have respect for her! Rodolfo is now demanding respect, but for Catherine. After Eddies countless demands that Rodolfo doesnt respect him or Catherine the roles have now reversed and it is Eddie needing told. Then Eddie takes it all as a joke and kisses Rodolfo as well. Eddie has taken it to far by now. And he is almost at a point where he cannot climb back up to the top. You can quicker get back a million dollars that was stole that a word that you gave a way. Eddie had almost reached this point, where a million dollars would be easier to get back than his respect. He snitched on his whole family I want to report something. Illegal immigrants. Two of them. Eddies respect has gone. Theres no way of retrieving it now. His name, his family this is a huge step in the scale, telling on his own family and ruining their lives. In this play Eddie becomes very selfish, I want my name he says this like someone has taken it from him, when he has taken it from himself. You used to be different when he is the one that has clearly changed. Beatrices line IM no different shows us that every one is noticing the change in Eddie now. Is Eddie the victim? No he is not. Eddie is the culprit through and through this play, and now every one knows it. When the immigration officers come, Beatrice knows straight away. Oh, Jesus, Eddie. oh, my God, my God What did you do? Eddie denies it, but everyone knows, Catherine knows, Beatrice knows, Marco knows, Rodolfo knows, even the neighbourhood knows, Eddie Carbone is a traitor to his family. A guy do a thing like that, hows he gonna show his face? And o add insult to injury, Marco points him out in front of every one. That one! I accuse that one! he is too disgusted to use his name, but just points. He killed my children! That one stole the food from my children! Miller uses this line because he is showing the audience this is it. The end. Marco will go back to Italy, to no work and no money to feed his family. Eddie, who once helped, killed his family. Eddie should be humbled, he should be quiet. He has accomplished hat he wanted. But he is still hung over about his name. Only blood is good? Beatrice tries to tell Eddie that Marco comes in peace; he wants this to be over. But Marco is beyond kissing Eddies hand. Ad Eddie is beyond letting him. In both these stubborn mens eyes there is only malice and hatred. Te only way to solve this, is to confront it like a man. Eddie Carbone! shouting his name is almost a challenge, Eddie repeats his name three times, as though confirming that it is HIS name, and he wants it. Maybe hes come to apologize, heh Marco? For what you said to me in front of the whole neighbourhood? Wipin the neighbourhood with my name like a dirty rag! I want my name Marco! his next step has he lunges for Marco looks as though he is going to physically take his name from Marco. When it is irretrievable. But Marco shows his strength again another step in Eddies decline. Animal! You go on your knees to me! The tears are in Eddies eyes. Everyone knows he has taken it too far, even him. But he cannot quit now. He lunges towards Marco as Marco flips the blade and delivers a fatal blow. Eddie has gone. He is not Eddie anymore. He lost himself trying to get what he wanted to most. His inappropriate love for Catherine was his downfall. Mans jealously over powered him and no one could help him come back. He finally gives up on his deathbed he appears as though he is going to tell B of, why did you let this happen then he dies in her arms, with the words My B! He loves B but it is to late now. Alfieris closing statement reminds us of the beginning, Most of the time we settle for half, and I like it better. If Eddie Carbone had settled for his half, Catherine and Rodolfo would have been happily married, Marco would have enough money to go to his family and Eddie and Beatrice would continue to love. Eddie would have respect. But he was greedy; he wanted the whole apple not just a bite. This story does not have a happy ending, as you would expect it to. It leaves us guessing, but Eddies greed incapacitates those around him. The audience is left with no doubt in their minds at what happens next. And they cant help thinking; this is not a story that has never happened before. This tale happens all over the world, men take what the want and give nothing back. And yet, it is better to settle for half, it must be! And so I mourn him- I admit it- with a certain alarm! Some organizations however have both the HR specialists and the managers who work together by bringing in expertise from their own areas. This report identifies the context, enablers and inhibitors of the involvement of management in HR function. In conclusion, the report identifies that adequate training and expert knowledge support must be provided to managers if they are expected to integrate HR responsibilities within their managerial function. Human Resource Management (HRM) refers to a collection of policies used to organise work in the employment relationship and centres on the management of work and the management of people who undertake this work (Claydon 2010). (Storey, 2007) states that HRM plays a pivotal role in strategically deploying highly capable and committed workforce by using human resources expertise to achieve competitive advantage. A strategic approach to managing employment relations which emphasizes that leveraging peoples capabilities is critical to achieving sustainable competitive advantage, this being achieved through a distinctive set of integrated employment policies, programmes and practices. (Gold 2007) Human Resource Management ensures the productive use of people in an organisation to achieve the organisations strategic business objectives. Human resource management also involves maintaining a healthy employer-employee relationship and the satisfaction of the individual employer needs (Stone 2007) Human resource policies and the business policies have been integrated together with the management function rather than a separate entity to achieve the organisations objectives more efficiently. Discussion of the context (Wilkinson M. M., 2002), states that many criticisms concerning the lack of contribution by HR specialists to organisational performance have come from line managers. The four main criticisms are first, personnel practitioners are regarded as out of touch of commercial realities and unable to comprehend much about the nature of the business, its customers, or its corporate goals. The allegation is that HR professionals base their decisions upon a set of principles and ideas, such as welfare and employee rights which have little relevance for competitive prospects. Second, HR is often thought to constrain the autonomy of managers to make decisions that they feel are in the best interest of the business. These are mainly the legal constraints of equal opportunities or individual rights and the involvement of union representatives. The third criticism is that HR managers are slow to act, always wanting to check the options thoroughly (Cunningham and Hayman, (1999). Finally HR practition ers are criticised for promulgating policies that may be fine in theory but hard to put in effect or unsuitable to their particular requirements. Legge (1995) argues that HRM is caught in a vicious circle because senior management do not involve them in the business decision making and planning as people issues are not considered at this stage of decision making. But in due course problems arise due to non involvement of HR such as poor recruits, inadequate training of staff or work disruption. When such problems are brought to HRs attention they have insufficient time to resolve the issue which in effect results in short term solutions with detrimental long term effects. HR function gets the blame for inefficient problem handling and continues to be excluded from decision making, thus completing the vicious circle. As line managers work closely with the people they manage, the problem solving can be immediate and relevant rather than having to wait for the HR department to get back to them. The solutions provided by these managers are also likely to be in congruence with the organisations goals and business requirements. Ulrich (1998) hence recommended that HR should be reconfigured so as to highlight what it delivers rather than what it does. The four recommendations for HR are, to become a partner with business and line managers for strategy formulation, to become an expert in the way work is organised and executed to reduce cost and to increase efficiency, to become a champion for employees by acting as a medium between the employees and the senior management to increase employee contribution and finally to become an agent of continuous transformation by shaping processes for successful implementation of change. The CIPD research on employee well-being and the psychological contract (Guest and Conway, 2005) established that too many managers are failing to motivate and improve the performance of people they manage. Due to the devolution of HR function to managers, their responsibilities have increased and their role in the organization has become more important. HR initiates policies and practices but it is the management which is responsible for implementing them. HR proposes but the line disposes (Armstrong 2006). It is hence important that the policies are well communicated to the manager who will implement it if it is perceived to be in the interest of the business. If managers are unaware of any laws requiring the implementation of those policies then it is up to the HR to educate the managers about this. (J.Purcell 2003) noted that well conceived HR policies and practices didnt automatically result in organisational performance improvement but the difference was made by the way in which those polices were implemented by the managers. If they used discretion in implementing HR policies then some policies will just be a set of useless ideas (Armstrong 2006) (H.H.Larsen 2003), pointed out the five main reasons why organisations want to integrate these functions; Pressure on firm costs to integrate HR function in line management role To provide a more comprehensive HRM which is achieved through this integration of line management and HR functions The growing influence of service industries where line managers are responsible for customer management HR specialists may take too long to resolve HR issues Devolution may be considered as an alternative to outsourcing the entire HR function resulting from changes in philosophy and organisational structure. Enablers for integrating management and HR functions Managers play an important role in implementing the HR policies (Gold 2007). Research has revealed that line manager behaviour has a significant impact on employee commitment, which in turn has an impact on customer commitment, which has an impact on business performance (Lazenby quoted in Purcell 2003). The enrichment of line manager roles within the organisations and their greater involvement in HR decision-making has arisen due to the increase in customer service demands and the resulting time pressure in decision making. Increasing performance requirements, transparency, flexibility and accountability has increased the importance of this dual role. Involving line mangers in HR functions can be seen as a strategic approach to managing people. (Renwick 2003), has listed the main benefits that organisations can derive from such integration; HR problems are solved at source saving vital organisation resources Better change management is achieved through manager participation in policy implementation Closely working managers can make decisions at increased speed Greater scope for HR managers to focus on strategic importance of HRM HR issues get a business focus before they are implemented hence those policies will no more be created in isolation from organisational goals Since managers are aware of HR issues they cant ignore them hence leading to a better employee manager relationship Managers are more likely to be committed to their own HR decisions rather than having to implement due to compulsion from HR department Promotes local management accountability and responsibility for HR issues Reduces costs due to integration of functions Promotes the case that HRM cant always be transferred to specialists Line managers occupy an important position in the organizational hierarchy and they can directly affect the level of service delivered. Entrusting line managers with HR responsibilities will add to their existing pressures, increase workload and the need to deliver on short-term priorities. Formal administrative approaches within the departments would require line managers to display a high level of HR competence. This signifies the need for high-quality training programs for line managers to ensure that they feel confident in discharging their new HR responsibilities. Money invested in training management personnel can result in saving company from expensive litigation and in maintaining a god corporate reputation. Providing line managers with such training is very important as they are not naturally trained to deliver HR duties, which are quite different to making business decisions. Inhibitors for integrating management and HR functions (Renwick 2003), has given the following inhibitors to HR and management integration; Increased pressure to train and/or re-skill managers in HRM A need for strict HR auditing Problems and maintaining consistency in decision making Risk of falling standards or abuse of position through discrimination Problems in maintaining balance of power between management and HR specialists Potential for the HR/ER management role to be marginalised Low line capability/commitment when doing HR work Little time for managers to perform HR duties well due to operational demands on them Risks of job overload/stress as manager workloads are increased Harrison (2009) supports the argument in favour of management staff by saying that, line management is mostly faced with situations pressurising them to achieve objectives resulting in the increase in profitability or in the reduction of costs resulting in less dedication to support human resource development apart from the basic tasks. If line managers are faced with a decision to prioritize between making a key business decision or to formulate policies and procedures to improve the working conditions of employees, the priority would normally be the business decision as that would be considered as their primary responsibility and also more business focussed. Brewster and Soderstrom (1994) say that before delegating tasks or entrusting people with more responsibility in different areas, it must consider the level of knowledge possessed by the individual and the willingness of such individual to train to learn new competences, since they could already be overburdened with their current tasks making it uncomfortable for them to absorb more responsibilities. In order for the line managers to deliver their HR tasks they need to maintain a good relationship with HR specialists which could be complex at times. According to (Thomas N Garavan 2006) while the line manager is a key stakeholder in the training and development process, their relationship with the function and/or the specialist can often be negative. This could result in issues arising from lack of good communication and understanding between the departments. According to Grace and Straub (1991) training specialists often exclude line managers from training the reason for which is mainly the threat of being substituted. Some such instances as noticed by them are; Excluding line managers from the needs assessment process/program; Unwillingness to consider line managers as subject matter experts; Unwillingness to utilize line managers as instructors for training duties. This could also be due to the resistance on part of the line mangers to take initiative to train as this could entail more responsibilities for them. As (Thomas N Garavan 2006) continues the argument by saying that the issue is due to the lack of trust between the line managers and the training and development specialists. Line managers refuse to co-operate with the training specialists who makes an attempt to offer advice to improve work operations because they consider training specialists as staff as providing a service in accordance with line manager requirements and expectations. Efforts to change this role are often perceived by the line managers as an attempt to thwart line authority with the generation of better ideas. Sometimes HR professionals were even seen as policing line managers. This perception leads to inflexibility and negative responses aimed at demolishing the strengths and foundations of the training specialist. Also Storey (1992) points out that lack of training and education of line managers hinder the smooth delivery of new HR practices. Those line managers simply underestimate the need for investment in the training of their subordinates. Developing and implementing HR initiatives can become a difficult task for the managers to incorporate in their regular management function. Suggestions to improve managers as people managers (J.Purcell 2003), have suggested that managers can improve their people management skills, to deliver their HR responsibilities, in following ways; Senior management must understand the prioritisation issues that managers may face when both management and HR issues arise at the same time. Pressurising from the top will not help in such circumstances Managers must be selected considering the behavioural requirements and competencies expected from them as they would be doing HR function as well Managers need to have a clear understanding of the organisational values, goals and culture for efficient people management. A good working relationship needs to exist between staff and their manager Managers must be provided with the necessary training to enable them to deliver their HR functions such as performance management, grievance and complaints handling Although line managers can be trained to an extent to carry out the HR function, there are several key competencies possessed by HR professionals that might be difficult to incorporate in a line manager function as per (Armstrong 2006). There has been a significant change to the way in which organisations manage their business in the recent years and hence there has been changes in the way different departments operates within it. Changes to work demands have made it difficult for the HR department to find people with required talents for the organisation. HR department is required to keep up to date with the HR requirement of the departments and ensures the human resource is able to meet new challenges and demands (Wright, 2003) A human resource manager must consider the nature of external and internal influences before selecting a particular course of action. Internal environmental influences involve the factors that are found within the organisation such as the organisational strategies, organisational culture, organisational structure and organisational systems. Several external factors influence the formulation and requirements of HRM policies. Some of the external factors facing organisations are changing nature work force, technological changes, globalisation and labour force demographics. (Stone 2007) CIPD has presented a list of core functions delivered by HR professionals as below; Business and cultural awareness: understand the business environment and the competitive pressures in the market facing the organisation, the key business activities, culture and the impact of HR policies on the business performance Strategic capability: seeks involvement in business strategy function, develops coherent HR strategies which are aligned with business strategy, understand the importance of human capital measurement to ensure efficient utilisation Organisational effectiveness: contributes to the analysis of people issues and proposes practical solutions, develops resource capability by ensuring that the organisation has the workforce with required skills, process redesigning for better utilisation of staff, contributes in the development of knowledge management processes Internal consultancy: proposes practical solutions by providing expert advice and coaches management on dealing with their department specific problems Service delivery: delivers appropriate services promptly and efficiently to requests for HR services and advice and provides guidance in HR decisions as required Continuous professional development: continuous development of skills and knowledge, to deliver the HR duties to high standards by updating the new HR concepts, practices and techniques As discussed above HR function is far more specialised in its core activities and many of its functions need specialist expert knowledge which is difficult for management to keep up to date with. HR Outsourcing has become more common in the recent years as the companies are relying on them for HR related matters. A good human resource outsourcing deal is to ensure that nearly all your transactional and basic advisory services are outsourced and that the jobs of the HR teams are redesigned so that they no longer focus on the operational level decisions but the focus would be on more complex business challenges and strategic needs. (Hunter 2007). But many organisations may choose to rather incorporate the HR function within their management functions rather than outsourcing. Conclusion HR can be seen as an integral part of a managerial post, as a manager is responsible for the performance and job satisfaction of his staff. There have been several factors over a period of time that has had an impact on the role of HR managers and practitioners. If an employee in a management positions accepts to deliver HR duties it is possible to achieve a higher level of efficiency. However, the success of any change process involving line manager HR participation will ultimately depend on striking a balance between factors favouring devolvement and those inhibiting HR involvement. While making line managers more responsible for HR may bring about a speedier resolution to workplace conflicts, clear structures need to be implemented to allow line managers seek guidance and advice, but also allow employees to repeal decisions made. In this regard, HR specialists need to proactively engage with line managers and bring about partnership HR approaches to managing employees. There are however certain boundaries to such a devolution. All of them lie either in line managers lack of specific knowledge and expertise or in their conflict with HR specialists. As devolution of HR responsibilities are taken for granted it is suggested that it is HR specialists who need to re-consider their role within organisations, while line managers are to be given an appropriate training.

Rosaura was a very smart girl in school, but she lacked people smarts. Senora Ines told Rosaura that she would be a guest there but tricked Rosaura into being a helper instead of a guest. Senora Ines needed Rosaura to help at the party so she mislead Rosaura by making her tasks seem as if they were privileges. Senora Ines’ deviousness ultimately devastated poor, innocent Rosaura. Rosaura was a smart yet naive girl. Heker tells us that, "she was barely nine, and one of the best in her class" (1133).
